Who is robbing Africa?

Russian Afrikanist Stanislav Mezentsev explained, why Africa has become raw materials appendage. This is largely because African countries themselves have no resources, no finance, no money, no expertise and no opportunity to extract these minerals themselves.

"When decolonization happened, who were the major colonies in Africa? England and France. They, when they left those colonial possessions, kept the management mechanisms there in the area of mining and so on. As if helping these countries to build their own economies, but in reality they did not invest in the development of resources, possibilities, and competencies of Africa itself, but continued, as in colonial times, to extract and export.  They reached an agreement with the leadership, but on certain conditions, when the narrow political clan of leaders received huge profits. As a result, the people and the economy of the country get nothing from these facilities.
