Bill on protection of ozone layer adopted by deputies

The bill "On amending laws on the protection of the ozone layer" was adopted by deputies at the meeting of the tenth session of the House of Representatives of the seventh convocation, reports BelTA.

The draft law was submitted to the House of Representatives by the Council of Ministers on August 29. The subject of its legal regulation are relations in the field of ozone layer protection, related to the handling of ozone-depleting substances regulated by the Montreal Protocol on Substances that Deplete the Ozone Layer of September 16, 1987.

The Law of the Republic of Belarus of October 13, 2022 "On Ratification of the Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer" ratified the amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer of September 16, 1987, adopted in Kigali on October 15, 2016. By ratifying the amendment, Belarus undertook obligations to reduce the consumption of hydrofluorocarbons, which do not have ozone-depleting capacity, but due to the significant global warming potential have an unfavorable impact on the climate and slow down the recovery of the ozone layer. The draft law proposes to establish a procedure for regulating the handling of such substances, to improve legislation on the protection of the ozone layer, taking into account the requirements of international treaties, international legal acts constituting the law of the Eurasian Economic Union, and the practice of application of legislative acts.
