Times have changed, realities have changed. Belarus has become a full-fledged nuclear power. In this regard, the National Security Concept was supposed to be updated. And it has happened. Plus, the President of Belarus and representatives of law enforcement agencies have taken into account the new geopolitical risks.
These are, first of all, the strengthening of the NATO military contingent near the borders of the Union State and provocative statements by Poland and the Baltic States. Therefore, the updated Military Doctrine is a document of strategic deterrence against rash actions of European neighbors. It is a document that provides security for Belarusians, including Russians. This opinion was shared by Russian political scientist Alexander Nemtsev.

“I know that a huge number of the residents of Belgorod, Kursk, Bryansk regions are going to go to Brest for the May holidays. It's a border town, also close to Ukraine, but they are going there because it's calmer, quieter, and it's nice there. Many Russians, including those from the border areas, go to the border areas of Belarus. This suggests that Belarus is safe. And why is it safe? Because the leadership of the country has created a situation, in which any attacks on Belarus are possible only in the mode of provocation.”
Some deliberate, discomforting living conditions for Belarusians, including those from the border territories, are not comparable with the living standards of the border territories of Belarus.
