According to Anatoly Afanasyev, Head of the Higher Certifying Commission, the corresponding decree of the President will enter into force in March. Meanwhile, the experts of the department are preparing the necessary documents that will reflect all the changes in the rules of scientific works defense by foreign citizens.
Last year, the number foreigners wishing to write dissertation in Belarus doubled compared to 2012. About 50 people - mostly residents of the Netherlands, Ukraine, Russia, China and Israel - eventually got diplomas and scientific degrees.
