Belarus is discussing the draft law in the field of housing and communal services. After its introduction, the work of owners' associations and housing and communal services will change greatly.
The new document changes approaches to the accumulation of contributions for capital repairs. Now deductions will be transferred monthly to special accounts of executive committees. The role of local authorities will be strengthened in terms of interaction with the chairmen of the boards. Their responsibility will also increase. Now the chairman will be able to hold a position only in one organization of owners or housing and construction consumer cooperatives.
Andrei Romashko, Deputy Minister of Housing and Communal Services of Belarus:
“The issues of the activities of the owners' association are regulated by the Housing Code. The practice of activity shows that there are still problems and questions. A lot of complaints from the owners to the work of the chairmen of construction consumer cooperatives, a number of violations are revealed, unfortunately, in the failure to properly conduct activities, in the operation of the common property of joint ownership of residential buildings, in the misuse of capital repair funds.”
The new bill has been adopted so far only in the first reading. Then the document was submitted for public discussion. It is possible that the law will be finalized before it is considered in the Parliament.
