For more than 20 years of its history the Union State has proved its relevance and vitality. A solid legal framework has been formed. More than 200 hundred interstate and intergovernmental treaties and agreements have been concluded, including those within the CIS and the CSTO.

On April 2, 1996 the Treaty on the Formation of the Community of Russia and Belarus was signed. Exactly a year later, Treaty on the Union of Belarus and Russia was concluded. The legal basis to ensure real equality of rights for the citizens of Belarus and Russia was formed by the Declaration on the Further Unification of Russia and Belarus of December 25, 1998.  The Treaty on the Establishment of the Union State of Belarus and Russia was signed in December 1999.
