Administrative liability for not providing disabled persons with unhindered access to infrastructure facilities introduced in Belarus

Administrative responsibility for the lack of conditions for the unhindered access of disabled people to social, engineering and transport infrastructure are expected to be applied to officials and legal entities. This was reported yesterday by Irina Kostevich – the Minister of Labour and Social Protection – at a press conference dedicated to Day of the Social Protection Worker that is celebrated in Belarus today.

Legislation will establish a provision on the allocation and use of parking spaces for disabled vehicles. Work is under way to build ramps, expand doorways in buildings, and install handrails in more than 670 objects. To ensure the information availability for people with hearing disabilities, it is planned to adapt 837 hours of television product.

Irina Kostevich, the Minister of Labour and Social Protection of Belarus: "Our priority direction in 2018 is the employment of citizens with disabilities. We understand that this vulnerable group of people can not fully compete in the labour market. Therefore, we need a mechanism of support for the employment of disabled people. Today, out of 560,000 people, almost 180,000 are of working age. One-third of them are already working today."

By the year 2025, it is possible to establish quotas for organizations for the employment of persons with disabilities, to legislate the status of a social enterprise, and to prohibit discrimination based on disability, including in terms of hiring and promotion.
