Minsk hosts Normandy format talks

The Foreign Ministers of France, Germany, Russia and Ukraine met at Minsk’s President Hotel on Tuesday to discuss steps, deadlines and responsibilities in the process of settling the conflict in eastern Ukraine.

October’s meeting of the Normandy Four leaders in Berlin resulted in an agreement on developing and approving the corresponding roadmap till late November. The Foreign Ministers were tasked with an important mission. However, no breakthrough happened. The Ministers reached a consensus only on several issues, including war prisoner exchange. The exhausting negotiations, however, demonstrated a lack of agreement on the main issues, such as establishing an armed police mission of the OSCE in the conflict zone.
