The meeting was initiated by the President after studying information from various departments, media reports and online reviews. The statistics show that 16 million administrative violations have been recorded in less than 5 years.
There are many questions regarding the justice of punishments. Alexander Lukashenko is unsatisfied with a punitive method of resolving conflict situations that the current Code provides for.
The President emphasized: the main criterion for work is not the number of violations detected and fines issued, but prevention and a real reduction in misconduct as well as a fair attitude towards people.
Sometimes circumstances make the Belarusians to break the rules: due to the lack of parking or traffic congestion.
The President reminded of his unfulfilled instructions again today. Ex-head of the President Administration Natalya Kochanova will figure out the reasons.
The results of this meeting will become the basis for the work of the expert commission, that will update the Code of Executive and Administrative Violations. The documents should not contain trifles and it is important to create a fair, the President emphasized.
The composition of the working group is approved. It will be headed by Olga Chupris, Deputy Head of the Administration. It was also emphasized to involve deputies into work. The corresponding bill should be prepared by July 2020. The document will be submitted to the parliament after the approval of the Head of the State.
