The draft program of the activities of the Government of Belarus ending 2020 was the subject of discussion during the working meeting of the President and Prime Minister Sergei Rumas. The document must be submitted to Parliament not later than October 18. In the beginning of the month, the Council of Ministers Council decided to finalize the draft program.
The Eurasian Development Bank and the International Monetary Fund improved the outlook for Belarus’s GDP and reduced the inflation forecast.
The main difference of the program presented by the new cabinet is the specific number of goals and the personal responsibility of each minister for each of them. The Prime Minister, deputy prime ministers, all ministers have tasks within the current five-year plan and specific instructions of the head of state indicated in the Message to the Belarusian people and the National Assembly.
One of the main areas of the government attention is salaries and pensions. This year alone, labor pensions rose twice by 5.5 percent in May, and by 10% in August. Also, due to the increase in the budget of the subsistence minimum, social and minimum pensions, allowances and supplements to pensions were recalculated three times (in February, May and August).
Following the results of 9 months, the President instructed to consider another increase in labor pensions in November from 1% to 5.3%.
The main task for the new government is to ensure this growth by increasing the efficiency of the economy. Digital transformation, small and medium business development, and job security can increase its competitiveness as well as the export of goods with high added value and the export of services, and the intensive development of regions with effective economic production and the creation of a comfortable living environment for citizens. In addition, Alexander Lukashenko demanded to more actively develop import substitution.
The President instructed Sergei Rumas to take these questions under control issues and to make relevant proposals before the end of the year. And the updated program of the government’s activity will be presented to the parliament this week.
