By Andrei Krivosheyev: The state administration system should be efficient and disciplined, with no excessive functions and red tape. Belarus’ state apparatus was created from scratch in the 1990s. In the 2000s, its powers were built and duplicated functions were eliminated. The modern period is marked by anti-crisis management, liberalisation and the reduction of load on business and budget. This has led to an increased demand for the Academy of Management, electronic technologies and systematic elimination of unnecessary functions, including the reduction of the number of state employees.
A new decree is currently being prepared at the President’s request. Its main aim is to optimise the functions, not the institutions first and raise the prestige of state service. The document will be finalised within the year.
