President on personnel work: Always give people a chance

18 июня 2021

A big personnel day was held by the President. Two dozen people got new positions. And each candidate was under close attention at the highest level. After all, last year's events showed who's who and who you can work with. The facts of leaders' biographies show that they are quite familiar with the sphere of activity and therefore they won't have to delve into the details of work at the new place for a long time. One of the most important tasks at all levels is discipline, reliance on professionals and people loyal to the country.

The main task for the regions is to work with peoplе.  Local authorities work on the front line - face to face with the population - and therefore it is extremely important to feel the mood of the people, it is important not just to know (but also to promptly solve) their problems. This can be done with a strong team. Managerial decisions (including personnel decisions) must come from the head, not from emotion, advices the President.

"Don't rush. Always give people a chance. Set a deadline, give everyone who wants to work a chance.  But also do not put off solving personnel issues: let them prove themselves by the end of the year, and then make decisions, do not rely solely on "your people" with whom you worked in previous positions. You should not rely only on personal loyalty and friendship. They should be professionals and people devoted to our state. Last year showed us who is who and in what direction we should build the personnel policy."

The President set tasks for the local vertical of power. Updating local vertical has affected Baranovichi, Mostovka, Gorki and Kirovsk districts. The emphasis is on the development of agriculture there. On the one hand, Belarus long ago learned to sow, grow, harvest, process and earn money. But on the other hand, the hard work of the agrarians is easily undermined by mismanagement and lack of discipline. We need discipline.

President: Weak farms are the responsibility of local authorities

The President noted that the focus of local government attention should be shifted to the lagging farms. There are not many of them. But if they can be revitalized, so why not do it?

"This is the first and foremost your area of responsibility. And for every such weak farm, you will be responsible."

As for the staff shortage in some regions, the head of state reminded about the possibility of target training of young professionals.

"We have to adjust to the human resource potential of the specialists that we have. You should not moan and wail all the time about the lack of specialists. You have to maneuver, adapt to the situation. And do not interfere in matters that can be solved without you," added the Belarusian leader. - "Come to good farms to enjoy, do not interfere with their work."

The President instructed the new director general of Belpharmacy to put things in order in the pharmaceutical industry and to keep the issues of pricing of drugs under control. The pandemic has once again convinced us how important it is to have our own production facilities. The quality of medical care directly depends on it.

Sergey Litosh, Director General of Belpharmacy: "Substitution allows us to have all the medicines we need for the population and healthcare organizations despite some restrictions on the supply of imported drugs. Today more than 50% of medicines are sold by Belarusian manufacture, and the tendency is that their number will increase. Our pharmaceutical industry works efficiently and with high quality. Increasing the production of Belarusian medicines will allow us not to depend on other countries and various problems."

Some countries limit the export of their drugs, fearing that in a difficult epidemic situation they themselves will not have enough. An important task is to establish an uninterrupted supply. In addition, the rules for state registration of drugs are changing. This will also affect the appearance of drugs that have left the market in Belarus.

President's personnel decisions: the diplomatic pool has been renewed

Diplomats (and they, too, are among the appointees) receive even closer attention: it is their honor to defend the Belarusian interests abroad, including those where we are not always welcome.

Alexander Lukashenko, President of the Republic of Belarus:

"I just want to publicly warn you: you, competent, experienced people, have the right to have your point of view and opinions. But you know where you are going. You represent the country and the President where you are sent today. Therefore, I think you unconditionally support the policy pursued by the country's leadership. If you don't, or if your opinion changes, you must come and say quietly, calmly, that 'I cannot'. So that would be not a betrayal."

The President noted that there were former Belarusian ambassadors, who acted differently. "Even if these are isolated cases, it is unacceptable. You are more than the military. The military have epaulettes, like you, but mostly here in the country. And you go to a foreign country, and looking at you, people there (in Mongolia, Iran or Cuba) will draw conclusions about our country. So be worthy of the country, first of all, and the Belarusian people. Try to do your best so that you would not be ashamed."

Dmitry Koltsov is going to Iran. Dmitry Gorelik was appointed head of the Belarusian diplomatic mission in Mongolia. Valery Baranovsky, who, by the way, has just returned from Lithuania, where the political climate today can hardly be called positive, will go to Cuba. The common task of diplomats (regardless of the region) is to work on increasing our foreign sales. For example, this year the export of Belarusian goods to Cuba in five months reached a yearly figure. In 2020, the trade turnover between Belarus and Iran was almost $25 million, despite the American sanctions, which are designed to block our bilateral cooperation. Almost $50 million was traded with Mongolia last year. There are many ways to intensify the partnership.

Behind each manager is not just a new chair, they are responsible for the result, for people and for the country, however loudly it may sound.
