While visiting the enterprises of Orsha District Alexander Lukashenko immediately refused the proposed route and went through all the premises of the plant in order to fully assess the production chain: from the receipt of raw materials to the manufacture of finished products. He went through every door to see the most unpleasant picture: old machines piled in heaps, dark and wet rooms in which dozens of people work. In one of the shops, the President was instructed to repair the roof and organize production using new machines. Responsible leaders not only failed to cope with the tasks set, moreover, they tried to create the appearance of a prosperous development.
Nobody expected that the Head of State would monitor every plant so scrupulously. All three dozen industrial points can not be covered in one day, but nevertheless one can get an idea of what is happening in the region.
The fulfillment of orders for Orsha is an indicator of the effectiveness of the government . The President is waiting for a systematic approach, which later can be applied to other major cities of the country, such as Borisov, Molodechno, Lida or Bobruisk.
The industrial potential of Orsha is enormous. But the equipment of most plants is outdated, there are not enough intelligent managers, there are enough problems with sales markets and with a banal order in the territory of enterprises. As a result, there is only one conclusion, the approach to fulfilling the instructions of the Head of State, to put it mildly, formal.
The question to the Council of Ministers is what prevents the government and the local vertical from carrying out the assignments for the development of the region? Each time we have to return to the issues of cultivation of culture, modernization of Orsha Flax Factory. What is the real situation in industrial enterprises, what remains the pain points for the district?
The conclusions of the State Control are disappointing: the government approached this question superficially. So far, this is more a cosmetic, rather than a full-fledged repair of the region's economy. Moreover, they tried to create the appearance of successful development of the Orsha dDistrict. The facts of mismanagement and shifting responsibility to others are opened by the State Control Committee.
In the very near future, a new head will be introduced to the post of the head of Orsha District Executive Committee. The candidature of Igor Isachenko, who is head of the Committee for Architecture and Construction in Vitebsk, is being discussed. It is clear that everyone will have to work in a special mode.
