The most important criterion by which the effectiveness of power is evaluated today is the effective management of the budget. In conditions when the budget is annually overloaded with social obligations and the need to service public debt, the ratio between consumption and development changes with surgical precision. Limited budgetary resources need to be managed responsibly and effectively.
Ways of increasing the efficiency of state-owned enterprises and the issues of remuneration of employees of budgetary organizations were discussed at the meeting of the President of Belarus with the leadership of the Council of Ministers.
To reach the optimal budget figures, it is necessary to accurately relate the upcoming expenses and revenues of the country. The President expects consistency in action from the government.
The Head of State concludes that the government has no systematic approach to the issue of increasing the efficiency of state enterprises. The main thing is availability of personnel who are able to correctly spend the allocated finances.
It is proposed to strengthen the role of the state as an owner and consolidate senior officials as its representatives on the supervisory boards. The main requirement of the President is to approach this issue without formalism, clearly delimiting powers. These should be, first of all, competent people.
During the meeting the proposal was made to provide the self-employed with an opportunity to make insurance contributions to the social security fund. The President emphasized that any changes in social security should be carefully considered.
The meeting also discussed the work of the enterprises Sukno and Kamvol. It was decided to move Sukno to the free space of Kamvol. The territory of Sukno will be sold at an auction to settle accounts with creditors.
