President demands eradicating mismanagement and improving economic efficiency

This goal was set at today's meeting on the relevant draft decree. The document deals with the state's stance on dishonest and irresponsible employees implying a course for the complete elimination of mismanagement.
According to Alexander Lukashenko, improving the efficiency and quality of management in all sectors of the economy is one of the most important tasks of any modern state. Not so long ago, the President instructed his Administration to prepare a regulatory act outlining the position on managers who commit serious errors in their work. Today, the new decree was first introduced to the President.
According to the President, the reason for this inefficiency lies in the fact that executives are responsible neither for deal failures nor for personnel recruitment. Therefore, Alexander Lukashenko set several tasks before the decree developers.
During 2012-2013, 16 managers were dismissed from their leadership positions. This year, 13 people have been dismissed, with some of them re-appointed to high positions later. Alexander Lukashenko stressed that this kind of malpractice should not be tolerated.
The unprofessionalism of executives causes great damage not only to enterprises and organizations, but also to the country as a whole. Therefore, the new decree should not only increase the requirements for managers, but also enlarge their powers.
The main provisions of the new document were dwelled on by Head of the Presidential Administration Andrei Kobyakov. According to him, the decree implementation will allow tightening the requirements for prospective executives, increasing the personal responsibility of every manager regardless of ownership type and strengthening production discipline.
Specific examples of mismanagement observed not only in public but also private institutions were cited by First Deputy Chairman of the State Control Committee Leonid Anfimov. Thus, in April and July of this year the State Control Committee has monitored more than 350 organizations of the agro-industrial complex, finding various violations in 90% of them. As a result, 147 officers have been prosecuted.
Alexander Lukashenko believes the decree should be well-balanced, compact, efficient and comprehensive, being an effective means of restoring order in production. It is expected to come into force in the fourth quarter of this year.
