Redistribution of powers among the government agencies was discussed today at a meeting with the President. The government together with the experts adopted a number of proposals. Extending the powers of the local level would provide for more rapid decision-making in urban planning, architectural activities, state property management. In general, the President approved of these approaches. But everything will be formalized point by point in separate normative legal acts. Additional powers will make it possible to resolve issues in the regions faster and more efficiently.
Last year, the President instructed the government to consider how the authority of the bodies or branches of power could be increased. The Council of Ministers has prepared a package of proposals on expanding the spheres of influence.
Alexander Lukashenko is a stalwart of strong presidential authority for Belarus. By the way, many experts agree with him. The argument is simple - it is important for the spheres, where fundamental issues have to be solved. For instance, land issues.
On the whole, the position is principled. The land issue is closely connected with profit and business. But this does not prevent us from making specific decisions. For example, recently an unprecedented decree was signed. The decisions on empty houses and land plots in the villages will now be made by local authorities.
An important point is that all decisions must be approved by the constitutional commission. A verified vertical of power with clear authority will be a logical component of the updated Basic Law of the country.
It is planned to implement this strategy step by step. The established system of power works, and the additional powers will allow us to solve problems in the regions faster and more efficiently. The main thing is responsibility.
