The redistribution of powers between state bodies was discussed today at the Palace of Independence.
The Council of Ministers, together with experts, prepared a package of proposals. Belarus followed the path of a strong presidential power in 90s, directing the solution of many issues to the head of state. It was a necessary measure to put things in order in the work with the budget, state property, privatization and oligarch empowerment. Great results for future generations were achieved thanks to a unified state policy at all levels. It's time to take another look at what decisions should be made at what level. Options from the government were cosidered.
Alexander Lukashenko, President of the Republic of Belarus: "I have carefully studied them. And my first proposal is that we should not accept everything instantly. It should be an evolutionary process. But before the draft of the new Constitution is submitted to a referendum, we must complete this process. and decide what powers the President, government, parliament, governors will have."
Alexander Lukashenka states that it is necessary to preserve a strong presidential power in the process. The head of the country must have leverage in key areas.
Alexander Lukashenko, President of the Republic of Belarus: "The President will retain the main powers that can influence any decision from top to bottom. The head of state must have firm capabilities, otherwise, the country will disappear."
The President drew attention to land management issues. This is precisely the area where the powers of the head of state should not be diluted.
The entire strategy is planned to be implemented step by step. Decisions on the redistribution of powers will not be made in an integrated manner in a single document, but divided in separate normative legal acts. The Prime Minister told reporters about this following the meeting.
According to him, the amendments, which were discussed today at the level of the head of state, affect a large number of normative legal acts: laws, decrees, government decrees, etc. Therefore, separate documents will be accepted.
An important point is that all decisions must be linked to the work of the constitutional commission. A verified vertical of power with clear competencies will be a component of the updated Basic Law of the country.
