Participants of talks in Minsk note reduction of tensions in Donbass

Representatives of the OSCE special monitoring mission agree with this. At the meeting they considered the general situation on security and compliance with the ceasefire which came into force in the Donbass from March 5. The sides discussed today a new exchange of prisoners, the restoration of the mobile operator's work on the conflict territories and the implementation of the Steinmeier formula. It determines the mechanism for enacting a special order of local self-government in certain districts of Donetsk and Lugansk regions on a temporary basis on election day and on a regular basis after the publication of the OSCE report on the results of elections.
