Alexander Lukashenko reveals essence of Decree "On the Protection of Sovereignty and the Constitutional System" at meeting with Security Council

The role and powers of the Security Council must be commensurate with the risks and threats of the current time.

Alexander Lukashenko stated that at the meeting of the Security Council at the Palace of Independence. The Council consists of not only the security forces, but also the heads of the government, both chambers of the Parliament and the Presidential Administration. The Head of State drew special attention to the openness of the Council's work: society must see and understand all of its decisions.

The President also revealed the essence of the Decree "On the Protection of Sovereignty and the Constitutional System", which was signed on May 9. It provides for the transfer of all powers to the Security Council in the event of the President’s death in an attempt or external aggression. The law will be based on the Constitution, military doctrine and legal acts of Belarus.

Belarus is forced to react to the obvious militarization of its neighbors. Almost a twofold increase in NATO and US contingents in Poland and the Baltics is noticed. The provocations along the Belarusian borders in the western direction are regularly observed. This encourages adding powers to the Security Council to forecast external threats and makes it a collegial assistant to the president on national security.

According to the Secretary of State of the Security Council, such innovations will be provided for by the new edition of the regulations on the Security Council. The previous one was adopted back in 2000 and the time has come to update the document. The President signed the Decree "On the Protection of Sovereignty and the Constitutional System" on May 9. It entered into force immediately after signing – on Victory Day. The document is aimed at preserving the independence and sovereignty of Belarus.
