Today, the amendments to the laws on the protection of the sovereignty and constitutional order have been approved by our President. The document provides for amendments to the laws "On the Armed Forces," "On the State of Emergency and Martial Law" and implementation of the norms of the decree "On Protecting the Sovereignty and the Constitutional System". The document is aimed at improving the legal regulation in a state of emergency and martial law, including taking into account law enforcement practices, creating additional conditions for prevention and neutralization of risks, challenges and threats to national security.

Vladimir Archakov, Deputy Secretary of State of the Security Council of Belarus:

"At present, almost all states are on their way to promptly adjust legislation to ensure that the social conflict that has arisen around the world did not cover the entire humanity. Taking into account the high social significance of those measures that the state undertakes in the current period to ensure public safety, the legislator considered it necessary to give more clarity and detail those norms that relate to the grounds for introducing a state of emergency and restrictive measures in conditions of a special legal regime. There should not be any unclear dual interpretations."
