An unchanged priority for all branches of government and state agencies is to work with appeals of citizens. Today, at a meeting of the session of the Council of the Republic senators approved the bill to amend the Law on Appeals of Citizens and Legal Entities. Its wording has not been changed since 2015. Time itself dictates the need to adjust the legislation on appeals.
In particular, the approach to filing electronic appeals will be changed, the list of cases of refusal of a personal appointment and the procedure for making an appointment itself will be clarified. Besides, the work with appeals is defined if an applicant abuses his right to appeal, as well as with mass written appeals. The range of organizations in which the book of comments and suggestions is kept is clarified.
Oleg Dyachenko, Deputy Chairman of the Standing Commission of the Council of the Republic of the National Assembly of Belarus:
The main thing is that we work for the people, so that every citizen could appeal to the official to whom he wants. It is even more important that this appeal should be effective, so that after considering it we could qualitatively solve the problem. I think we can remove a lot of questions that have accumulated as a result of law enforcement practice.
"Any law that is passed has to work for a while. According to the results of its work, we collect the relevant proposals, take into account all comments and make changes and additions to the bill," Diachenko said.
As for the electronic application, each application will be registered in a unified national automated system of accounting and processing of appeals, as well as in a personal office of the applicant. In fact, each applicant will be able to track the progress of their treatment in real time. Note that the bill has undergone serious revision, including taking into account the comments and suggestions made by the expert council under the Council of the Republic
