Session of special working group takes place in Minsk

The session concerned the construction sphere. The Head of the Presidential Administration Andrei Kobyakov ordered to prepare amendments to the regulatory acts which will include the obligatory administrative procedures for developers and local authorities when coordinating construction documents.


Yuri Prokopov reports: The main issue of the regular session of the working group on the problems of the construction sphere was the assignment of lands. According to the Head of the Presidential Administration Andrei Kobyakov, this is the most complex issue.


During the session it was noted that after passing the Decree of the President №667, it became easier to work in the construction sphere. However, there are still many governmental resolutions and departmental regulations. The Chairman of the State Control Committee Alexander Yakobson proposed to simplify the administrative procedures.


Another problem is corruption. The Chairman of the KGB Valery Vakulchik offered to assign lands at auctions with the involvement of Belarusian and foreign investors. Another sphere which has corruption is the purchasing of materials for construction.


Following the results of the discussions this week, a range of orders was elaborated. The Head of the Presidential Administration ordered to prepare amendments to the regulatory acts which will include the obligatory administrative procedures for developers and local authorities.
