Because of this, tens of thousands of civilians in Mariupol and Kharkov are forced to remain in shelters. Seven thousand foreigners, who remain hostages of the nationalists, cannot leave these cities. Two and a half million people have left Ukraine so far, over a million of whom are children. Huge crowds have gathered at the train stations in Kiev and Dnepropetrovsk. Ukrainian authorities have banned men between 18 and 60 from leaving the country. This is done as part of the mobilization. They pay up to 10 thousand dollars in Kiev for the possibility of avoiding it.
By evening, violent clashes broke out again in the outskirts of Mariupol and Kharkov. No significant changes were observed in the operational situation here.
