The principle of humanity in relation to those serving their sentences is based on the main criterion - justice. A preliminary discussion of the bill on amnesty in connection with the National Unity Day was held in the Oval Hall of the Government House. On October 10 it was submitted to the House of Representatives by the head of state. Both deputies and representatives of government agencies, as well as representatives of a wide range of public associations and political parties of different views, expressed their views. 4.5 thousand people may be released, but it is assumed that the amnesty will affect 8.5 convicts. Who can count on this step of humanism on the part of the state is the main question.
Amnesty is always one of the most high-profile bills for people's deputies. The last one was announced in 2020. But over this time, the socio-political situation in the country and the public sentiment have seriously changed.
Vladimir Andreichenko, Chairman of the House of Representatives of the National Assembly of Belarus:
“Of course, those who are in prison today have suffered punishment deservedly. But not all of them are hardened criminals. Someone simply made a mistake, committed an offense out of ignorance or negligence. Many realize their guilt and take the path of correction. No matter what, they remain our citizens. And it is the duty of the state to help them return to their families and become good members of society again. That is the meaning of such a goodwill gesture as amnesty.”
А. Lukashenko about the terms of amnesty: justice should be at the core
The question is sensitive, because it affects the destinies. And the main principle in the approach to the amnesty was voiced by the President in September. This is justice. The approach should be individual, with the main condition - a convicted person should repent, take the path of correction and not pose a threat to the country and society.
Amnesty must not contradict the interests of national security
It is crucial not to cross the line beyond which considerations of humanity and mercy clash with the interests of national security. The so-called "fugitives" and their western masters do not give up attempts to form a fifth column in Belarus. Is it possible to guarantee that the criminals released from prison will not join its ranks?
Amnesty as a step of humanism
Perhaps the entire Belarusian society is involved in the preparation of the draft law on amnesty. People wait for the document and have high hopes for it, especially the families of those in custody. The law-abiding citizens also pay close attention to it, because the main approach "to do no harm" should be enshrined in the bill. The amnesty of minors will be considered as well.
