Belarus has simplified the procedure for building and reconstructing single-family houses and outbuildings. The corresponding decree № 202 was signed by President Alexander Lukashenko.
The document stipulates that such facilities can be constructed without obtaining permits, without development of project documentation and without their subsequent commissioning.
To build or reconstruct single-family houses and outbuildings in rural communities (except for those located in the areas adjacent to the regional centers and Minsk), citizens need only a document certifying the right to land.
A citizen will have to obtain construction certificate to build such houses in rural areas adjacent to regional centers and Minsk, in urban-type settlements and cities. On the basis of such a passport legal entities and individual entrepreneurs will also be able to build single family residential houses.
The construction certificates will be issued on the principle of "one window", the deadline is one month, the cost is 25 basic units (one basic unit is Br32).
The decree also provides for a simplified procedure for state registration of facilities built that way.
The current order of construction and reconstruction of single-family houses and outbuildings (with all the permits, approvals, conclusions and development projects) will also remain.
The simplified procedure is allowed everywhere, except for Minsk. The decree will come into force six months after its publication.
The President also announced similar steps to simplify the construction of multi-storey buildings, industrial, agricultural facilities and so on: "We need to give people an opportunity to decide their fate, and we should not think that we understand better what a person needs than he himself. This is a simple philosophy of life."
