State Control Committee of Belarus: Inventory of uncompleted construction projects should be finished by the end of 2022

In Belarus, there are about two and a half thousand unfinished facilities. Their number has been curbed twice over the past year and a half. On October 18, the State Control Committee summarized the results of the reduction of unfinished construction projects. In spite of the positive dynamics the State Control Committee drew attention to a number of problems. Among the main problems are "forgetfulness" of the local authorities about the long-term construction projects, which are more than 5 years old, and local red-tape. About a third of all the long-term projects are in use, but have not been commissioned. At the same time, attention to the long-term construction facilities is paid at the highest level in our country. President Alexander Lukashenko has repeatedly returned to this issue and instructed to put things in order in this area.  

Instead of profit, we have only losses. The relatively new dairy complex "Padevichi," designed for a thousand cows, has not seen any cows since 2019. The farms, production facilities, and milking parlor are idle, and the equipment is drowning in rainwater. According to the management of the farm, miscalculations during construction led to such a deplorable condition.

Vladimir Konon, director of Novaya Drut: 

“It is not designed for operation. If it rains, if it snows, we get flooded here, both from below and from above. Luckily we have enough facilities, so all the cattle was moved to Staroselie. There were not many of them.”

The complex had to close. A million rubles spent on its construction was wasted. The debts keep growing. 

 The interest  alone for the use of credit funds , which were allocated for the construction of the facility, amounts to more than a million rubles. But there are no hopeless situations. One has to be creative, to sit and think.

In total, there are about two and a half thousand unfinished facilities in Belarus today. Their number has reduced by half over the last six months. On October 18, the State Control Committee summarized the results of the work on reducing the number of unfinished construction project. The agency seriously intends to close some facilities, if they are not put into operation in accordance with all standards in the near future, or if their economic commissioning is not expedient. 

But there are positive examples when the problems are solved. For example, in Mogilev region over 50% of uncompleted construction projects are actually in operation. They are reliable, but the customers somehow forget to document everything. As, for example, the exit from the bridge on Fatina street of the regional center.  And there are more than 100 such sites in the region.

Today the SCC made it clear that an inventory must be made for each of the long-term construction projects and its fate and sources of funding must be determined by the end of the year.
