Bringing issues to court does not make local authorities look nice, believes Natalia Kochanova

The promises given to tenants should be kept, and bringing issues to court doesn't make the local authorities look nice. This is how the Chairperson of the Council of the Republic Natalia Kochanova summarized her reception of citizens today. One of the residents of the house in the capital, where capital repairs were done poorly, had to take a loan from the bank to conduct the construction expertise for the court proceedings herself. Another episode is no more beautiful: rental housing poisons tenants, a small child got sick because of  the mold in the house. 

Elena Glushenkova heard about the upcoming capital repairs when she bought an apartment here 6 years ago. She liked both the area near the subway and the apartments themselves. Workers started repairing the entrances only in 2019. But they forgot to finish  it. Well, they painted something, but roof leaks on the top floor are still visible and the wiring is nearby. The canopy above the porch is leaking too. And with such a look, the overhaul was completed with a delay on December 31, 2020. The tenants were not happy about the New Year present. A resident took out a loan for a construction expertise.

“After that I had to file a 35-item application with the court. The court recognized 10 of these claims because we had conducted a construction expertise on these ten points. I took a loan of 5 thousand rubles. According to the court's decision,  they returned, only  2600 for the expertise. And then for the work of the lawyers I paid 1400. 

The tenants told the Chairperson of the Council of the Republic during the reception of citizens that after the court no additional examinations, as well as repairs, were carried out by the housing and utilities administration. Natalya Kochanova's answer: It is unacceptable when utilities or district administrations send people to court instead of solving problems. The Speaker of the upper house has set a deadline for elimination of deficiencies.
