A pardon decree was issued by the head of state on the eve of the National Unity Day. Thirteen persons were given a chance to correct their mistakes. In her exclusive interview to our channel, Deputy Head of the Presidential Administration Olga Chupris told how the pardon commission worked, what selection criteria were taken into account, who fell under the Decree and what crimes they had committed. A list with the requests for pardon was submitted to the President. After reviewing the package of documents, the commission decided on only some of them, and there are a number of reasons for that.
Olga Chupris pointed out that the acts of pardon are always individual, that is they are taken with regard to a specific person. At the same time, the institute of pardon is an act of the supreme power, usually the head of state. It is his exclusive constitutional right. It completely or partially releases the convict from punishment, or replaces it with a more lenient one. Of the 13 people, who were affected by the decree, some will soon be at home, and some will have their imprisonment commuted to restriction of liberty.
