Real separation of powers on example of road toll

New approaches were introduced to improve the procedure for collecting the state duty for the admission of vehicles to road traffic The President retorted the government to be responsible for this.

The main goal is to offer a comprehensible and comfortable and fair option for everyone After all, the toll, which has been in effect for six years, is a source of criticism among the population. Especially with regard to the same payment for all, without taking into account the intensity of use roads.

The road network in our country is almost 90 thousand kilometers and the traffic density is one of the highest in the CIS. About 10 billion rubles was spent on road repairs. For several years the government debated on the mechanism to suit all drivers.

A. Lukashenko: people, society want changes, but focus only on the President and his powers


Alexander Lukashenko, President of the Republic of Belarus: "The people, society want changes, and they are limited by the President and his powers. We have recently agreed with the leadership of the Parliament that 70-80% of the powers of the President should be transferred to the Parliament, government, other structures, the Constitution does not need to be broken. Therefore, all the issues that you brought to the President are to be taken by the Parliament and the government. It is working on these issues, taking into account all the circumstances, seeing setbacks in the budget, if there are any. Governors, local authorities, discuss and debate in parliament, and submit a law for signing to the President."

2 alternatives to the road tax were previously put forward. The first one cancels the current state duty and introduces a new tax. At the same time, it becomes possible to pay for a month, two or a year! It is the period during which the driver plans to use the car. Control will be conducted over a large-scale information system of photo and video cameras, as well as over workers of transport inspection, internal affairs bodies, and bailiffs. Another option also implies the cancellation of the current toll, but at the same time, the cost of road maintenance is proposed to be included in the fuel price.

A. Lukashenko: a fair order must be established


Alexander Lukashenko, President of the Republic of Belarus: "We have to decide on a key issue: how to update the existing order, making it fair, to offer people a comfortable and, as far as possible, inexpensive way to participate in maintaining the quality and development of our roads. We can bend such a price that people simply will not be able to pay. Therefore, it is clear that a fair order should be established, so that a person, following this fair criterion, could pay something. We cannot take half of it away from a person their income or last money."

As the Belarusian Prime Minister noted, in an interview with journalists, the new approaches would be based on the principle of fairness and state duty. Belarus invests a lot in the creation and modernization of a modern road network. And the toll partially covers the costs. There are more than 4,5 million vehicles in the country.

The government is confident that the mechanism will satisfy everyone and good roads will remain a Belarusian brand.
