23 декабря 2018

This week, deputies accepted the draft budget of Belarus for 2019. Everything is calculated there to the smallest detail. Next year will be held under the sign of eliminating unnecessary burden on the public sector, optimizing costs and, most importantly, maintaining social responsibility.

The main budget figures are spelled out in the framework of the conservative scenario given the slowdown in the global economy.

Our goals are: inflation slightly more than 5%, the same refinancing rate of 10%, GDP growth slightly more than 2%.

Russia’s tax maneuver was taken into account in the new budget.

It is noteworthy that the social orientation of the budget is not only maintained, but also increases. Thus, financing of the social sphere will increase by 18%. Family capital is still formed with an increase of 10%. This means that the support of large families will continue.

It is planned to bring the average incomes of state employees to the level of 810 rubles.

Pension rises will depend on revenues to the budget. This year they were increased three times, and now the average pension is slightly less than 390 rubles.

Support for the real sector of the economy will be reduced by 10%. The money saved will be used to finance social services and develop infrastructure. Emphasis will be made on improving the efficiency of the public sector. The surplus will be used to repay external debt. But the main requirement is optimization and tight control over budget expenditures.

In addition, deputies adopted a package of projects on taxation, including the expected upd ated Tax Code. The document solves one of the main tasks that the President has se t: to make the code clear, simple, without contradictions and comfortable for people and business. The project was considered several times in the government and with the Head of State. Most of the comments were taken into account.
