Budget 2020 to remain socially oriented

The draft budget for the next year passed its first reading in the House of Representatives.  It will be economical but will remain socially oriented.  They plan to keep the salaries of state employees at the level of 80 percent of the national average while increasing material support for doctors and teachers.  The treasury revenues will not change, as compared to this year.  The negative impact is associated with the Russian tax maneuver, a decrease in the export of potash fertilizers and the uncertain price of gas.  The tax burden will not increase.  There is a three-year moratorium on its change.  They plan inflation not higher than five percent, and the refinancing rate will be nine and a half percent.  The GDP growth is planned at 1.9%. About 9 billion rubles will be spent on paying off the public debt.  The deputies will consider the draft budget in the second reading on November 27.
