Belarus introduces temporary licensing of import of certain types of timber products

Belarus introduces temporary licensing of import of certain types of timber products. The corresponding decree № 300 of the Council of Ministers of May 10, 2023 was published on the National Legal Internet Portal, BelTA informs.

The list of goods subject to temporary licensing of imports into Belarus includes particleboards and oriented chipboard (OSB), fiberboard, as well as paper and cardboard with all whitewashed layers.

It is noted that such a measure will be valid for six months after the official publication of the decree.

As it is stated in the document, the import of these goods will be possible under single licenses issued by the MART in coordination with the Concern Bellesbumprom in a manner similar to that established by the Rules for issuing licenses and permits for the export and (or) import of goods under the Annex to the Protocol on non-tariff regulation measures against third countries (Annex № 7 to the Treaty on the Eurasian Economic Union of May 29, 2014).

However, the regulation does not apply to goods transported in international transit shipments starting and ending outside the customs territory of the EAEU, as well as goods transported in international transit shipments starting outside the customs territory of the EAEU. The document also does not apply to goods placed under customs procedures in the EAEU member-state other than Belarus, moved in transit through the territory of the country; originating from the EAEU member-states provided that their origin is confirmed by a certificate of origin of goods of ST-1 form.

The temporary measure also does not apply to goods whose value according to one transport (shipping) document does not exceed the amount equivalent to 200 euro.
