The 3rd edition of the Junior Eurovision Song Contest is organized by the European Broadcasting Union and Belgian TV companies VRT and RTBF. The concert will take place in Ethias Arena in Hasselt, a town, situated on the North-East of Belgium. 16 countries take part in the contest: Belarus, Belgium, Croatia, Denmark, Greece, Latvia, Macedonia, Malta, the Netherlands, Norway, Russia, Romania, Serbia and Montenegro, Spain, Sweden and the UK.
Cyprus is entitled to broadcasting the show and taking part in the telephone vote. In October Cyprus withdrew from the contest, after it was revealed that the song it presented for the contest is not original, which is a violation of Eurovision rules.
The show will be hosted by Marcel Vanthilt and Maureen Louys.
The Children’s Eurovision 2005 will be broadcasted to almost all countries due to 10 satellite TV channels, including Belarus-TV. Finland, Cyprus and Australia as well as 16 participating states will show the contest on their main channels.
The rules of Junior Eurovision are similar to those of adult Eurovision, only the age of participants is limited by 15 years. Maximum time of performance is 2 minutes 45 seconds. The song should be performed in a native language.
The TV vote will be organized by means of Digame.de. system. The only innovation made this year is that only points from 6 to 12 will be announced, the rest will be automatically switched on the panel.
Ksenia Sitnik will perform on Ethias Arena under the last 16th number. After the show telephone numbers for the vote will be lighted on the panel. Calls are accepted within 10 minutes.
The Citizens of Belarus are allowed to vote for any participant but their own. The cost of the vote is 1000 rubles. A technical possibility for telephone vote is provided by Beltelecom. SMS calls are accepted as well. The cost of one message is 1300 rubles. This service is provided by Moscow form Soyuz Telecom.
In the event of possible technical disruptions in every state there is a reserve jury, composed of 8 persons. They will put their grades as well. In compliance with the EBU regulations members of the jury are appointed by Belteleradiocompany. All information about the jury is confidential. The jury can’t vote for their candidate and can’t abstain from the vote.
After 10 minutes of the vote Beltelecom and Soyuz Telecom will transmit classified data to the information center of German company Digame, responsible for the final calculation of the vote. Then the results of national votes are announced.
The Belarusian delegation will make its way to Hasselt on November 20. The young performers will have to do a lot of preparatory work: rehearsals, video records, lessons of friendship, disco night in “Euro Club” and final concert.
The Belarusian delegation will consist of singer and author of music Ksenia Sitnik, keyboard player Polina Zhdanovich, guitarist Vasya Rainchik, Ksenia’s mother Svetlana Statsenko, phoniatrist Zhanna Romanova and representatives of Belteleradiocompany.
The contest will be broadcasted live at 21:15 LT on Saturday, November 26, 2005 by the First National TV Channel and satellite channel "Belarus-TV".
